ARF Highway Services (ARFHS) offers varying degrees of services, all at competitive and value for money rates****.
Consultancy contract packages, providing general advice and services, are available to ensure highway information and assistance is readily on hand. These packages, which are particularly well suited for non-highway authority councils (e.g. Parish Councils, Town Councils and District/Borough Councils), are available on a 28 day, 6 month or 12 month basis. The contract packages currently available are:
A 12 month contract which is inclusive of unlimited highways advice and services* during this period. Also included are attendances to up to 2 meetings** per calendar month. If attendance is required to more than 2 meetings during this 1 month period an additional charge will be applicable per meeting.
An A12 contract will commence from the first day of an agreed calendar month from which the contract will begin***.
A 6 month contract which is inclusive of unlimited highways advice and services* during this period. Also included are attendances to up to 2 meetings** per calendar month. If attendance is required to more than 2 meetings during this 1 month period an additional charge will be applicable per meeting.
An A6 contract will commence from the first day of an agreed calendar month from which the contract will begin***
A 28 day contract which is inclusive of unlimited advice and services*. Also included are attendances to up to 1 meeting** during this period. If attendance is required to more than 1 meeting during this 28 day period an additional charge will be incurred per meeting.
An A1 contract would commence from an agreed date of any month.
ARFHS provides one-off services, precluding the need to enter in to a longer term contract, as per above, while giving you the flexibility to require services and assistance on an "as and when" basis. Some of the services available are:

If you’re planning an event ARFHS can provide various and complete traffic management services. Whether your event is on public highway or on private facilities ARFHS can provide comprehensive event traffic management plans or assess an existing one which you may already have in preparation for implementation. TSRGD and Chapter 8 compliant traffic management equipment can also be provided to ensure your event traffic management requirements are delivered in its entirety, are compliant with local and national standards and to ensure event & public safety are maintained. If traffic management requirements include the use of the public highway ARFHS can liaise with the local highway authority on your behalf to ensure all of their requirements are met as well as identifying if road space can be occupied and/or closed to enable total, legal and safe delivery of your event as well as ensuring complete implementation of a traffic management plan (ARFHS can also apply for road closures on your behalf too). Furthermore, an Events Traffic Management Officer will also be contactable during the duration of your event while on-site presence can be provided too.
If public transport and private hire services will be affected by an event ARFHS will liaise with local licensing and transport authorities, ensuring service disruption is minimised and can be maintained while ARFHS can also assist you in providing public transport services for a specific event where required.
Safety, Security and Car Park Management
In addition to providing traffic management plans for events, ARFHS can also provide security staff, ensuring that your event, its visitors and partners remain safe, protected and have peace of mind. All security staff, provided through diligently approved partners, are fully trained, licensed and vetted SIA professionals who have many years of experience within the events security industry. Furthermore, additional services such as crowd-control, stewarding and car park marshalling can also be provided through ARFHS’ security partners. Hostile Vehicle Mitigation measures can also be provided to prevent vehicle incursions, ensuring your event remains safe from criminal and hostile acts.
Event participants, partners or visitors may require secure and reliable transport to/from an event. Through accredited partners, ARFHS can provide extremely high quality and professional chauffeur transport, providing differing levels of services to meet varying requirements. Whether, for example, an airport transfer is required, a shuttle service or a personalised, discreet and protected level of transport is needed, ARFHS will ensure your requirements and standards are met. All vehicles provided are fully-licensed and are immaculately presented while all drivers are licensed, fully-vetted and highly skilled professionals.
Services Small Print
* Services provided are Information provision/Questions & Answers, Meetings, Commissions/Reports and Minor civil/engineering works and cover highway/transport items as described on the About Us page on this website. Package A1 is not inclusive of event management and co-ordination or reports but these services are available as additional, chargeable services as advertised under Pay-as-you-Go.
** Meetings consist of the following types – A Parish Council Meeting (Annual, Monthly or Extraordinary), a site meeting, a public meeting or a general ad-hoc meeting.
*** Any alteration to the commencement date for an A12 or A6 package will be at the discretion of ARF Highway Services only.
**** Depending on the type or work(s) being delivered by ARF Highway Services on your behalf, additional external fees may be applicable beyond the cost of packages A12, A6, A1 and Pay-as-you-Go. These additional fees may cover the following:
Civil/engineering works and/or specialist surveys and/or design work provided through an approved specialist 3rd party (e.g. a contractor).
Materials/features etc. However, some materials/features may be obtained direct and installed by a 3rd party who may incorporate the cost of these as part of their overall cost of delivering civil/engineering works.
Traffic management measures for Minor civil/engineering works. However, these costs may be incorporated as part of the overall cost of delivering civil/engineering works by a 3rd party.
Depending on the location where civil/engineering works and/or surveys are being undertaken, and the specific nature of these works, a license(s) may be required from a landowner, local authority and/or agency (e.g. the local highway authority) who may levy a fee. However, these costs may be incorporated as part of the overall cost of delivering civil/engineering works by a 3rd party.
All other fees are included within the packages provided by ARF Highway Services (Packages A12, A6 and A1 only).

Questions & Answers
If civil engineering works are required to be delivered through a 3rd party, who will ARFHS use?
ARF Highway Services will only ever employ the services of contractors who are not only reputable and experienced within the industry, but who are also able to deliver works to an extremely high standard and for which a guarantee can be provided, dependant on the nature of the works being delivered. Some of these contractors will also have undertaken works on behalf of local highway authorities.
What products are specified during civil engineering works?
Only approved products for their intended use will only ever be specified, as well as being durable and meeting industry-approved safety standards. ARFHS will also seek reasonable guarantees and assurances from the manufacturer/supplier against failure of a product which is associated with manufacturing processes only.
Can services be provided for unadopted roads and private facilities?
ARFHS provides the same degree and standards of services for private facilities and unadopted roads as those for the public highway (i.e. adopted roads). However, if you are not the owner of the unadopted road for which you are seeking services for, you will need to require written consent from the owner(s) first before ARFHS can provide its services.
What are ARFHS's payment arrangements?
ARFHS will submit an invoice upon completion of delivering its services. Payment of all invoices will be required within 28 days of an invoice date. All invoices will be itemised.
For Contract packages, an advance payment of 50% will be required for package A6 and A12 with the outstanding amount being invoiced for after the end of a contract period.
